المصدر الرسمي: Amcha Yisrael's proposal for a special mechanism to investigate the October 7 massacreJudiciary and governance
- •Amcha Yisrael proposes a special, independent and professional mechanism, intended to take the investigation out of the political struggle and base it on three principles: truth, trust and results.
- •Every group of ten Knesset members may propose a candidate for chair of the body. All 120 Knesset members will vote in a secret ballot. The candidate who receives the highest number of votes will serve as chair, and the candidate who comes second will serve as deputy.
- •Both candidates will be judges.
- •The commission of inquiry will have nine members, in a composition combining judicial experience, professional expertise and representation of those most directly harmed in the events of October 7
- •Chair and deputy chair – the two judges elected in first and second place in the Knesset vote.
- •Three professional members – experts in security, intelligence, and audit and oversight.
- •Representative of the local authorities – a representative chosen by the local authorities directly harmed in the events of October 7.
- •Three family representatives – a representative of bereaved families of soldiers, a representative of bereaved families of civilians and a representative of the hostages' families.
- •The chair and deputy will appoint the members of the commission, except for the representative of the local authorities, who will be chosen by the authorities themselves.
- •The chair and deputy will be authorized to summon witnesses, demand documents and information, receive data from any relevant party, question office holders at all levels and examine any line of inquiry required to establish the truth.
- •No limit will be set in advance on the identity of those examined, the questions examined or the lines of inquiry.
- •Each of the two heads of the body will be able to demand the examination of topics and testimony that in his or her view are required to establish the truth.
- •Neither of them will be given a veto right.
- •In a substantive dispute that cannot be resolved, the representative of the local authorities will decide.
- •The body will begin operating within 60 days of the swearing-in of the new government.
- •Within six months of the start of its activity the body will publish preliminary conclusions, presenting the picture and the main findings collected up to that stage.
- •The mandate will include examining the processes and decisions that led to the events of October 7, including examining the lessons and failures accumulated over the years preceding them, starting with Operation Protective Edge.
- •The inquiry will not be limited in advance by an end date. Its scope and duration will be set according to the complexity of the findings and the need to complete the clarification of the facts, responsibility and lessons.
