Education

•Programs to strengthen mental coping from birth to age 18, training all education staff in trauma-informed work, full staffing and expansion of psychologist and counselor positions under binding standards at every stage of education, and linking Tipat Halav, the child-development system, local authorities and the education system for early detection with parental consent

•A resilience officer in every organization (like the officer for preventing sexual harassment), a community-resilience detection and intervention program in local authorities, proactive outreach to every soldier and reservist, and a national campaign to legitimize asking for help
•National planning and prioritizing of the mental-health workforce, powers for the Health Ministry to plan psychiatry residencies and shorten psychologist training, scholarships for young psychologists and for psychology and social-work students, incentives to increase the scope of employment in the public system, community psychiatry residency tracks, and a new profession of "resilience coach"
•One address for every patient: a structural change in the division of responsibility in the mental-health system, regulating the "handover" between the IDF and the health funds for reservists, and cooperation between health-fund districts and local authorities based on a uniform definition and a shared triage process
•A national coordinating body that will set uniform policy, unify the data and oversee execution, with funding conditioned on a quality standard and measurable results, and anchoring the plan in law with a dedicated annual budget and a funded five-year plan
