Eliminating the crime organizations and restoring personal security to Arab citizens.

• •Establishing a task force with broad powers, made up of the highest-quality personnel from all relevant law-enforcement and government bodies in Israel, in order to eradicate the crime organizations, restore the rule of law and impose order and security in the streets for all Israeli citizens.
• •Adapting every link in the law-enforcement chain to enable optimal enforcement: establishing dedicated courts for serious and organized crime, recruiting quality personnel, allocating budgets and passing a legislative package that will give enforcement systems the tools needed for an effective fight against organized crime.
• •Leading a coordinated effort of all arms of the state for economic warfare against the crime organizations, drying up their sources of funding and cutting off companies linked to crime organizations from state and local-authority funds.
• •Strengthening the education, welfare and rehabilitation systems to keep children away from the crime organizations, providing vocational training, rehabilitating prisoners and returning them to the community.

Leading a new five-year plan for narrowing gaps and economic development.

• •Following the five-year plans approved by recent governments, formulating a new five-year plan that will set a clear target of narrowing economic and social gaps between Arab society and all Israeli citizens.
• •Increasing investment in infrastructure, employment, transportation and the community.
• •We will emphasize full implementation of the budgets.
• •To that end, strengthening the control and oversight mechanisms to ensure public funds reach their destination, and making sure the funds are used in full and in accordance with the plans.

Entrenching equality in law and advancing a shared society.

• •Entrenching the principle of equality in a Basic Law and amending the Nation-State Law.
• •Advancing proper representation of Arab citizens in government ministries, government companies and decision-making centers, and acting resolutely against manifestations of racism and discrimination.

Investing in education as an engine for equality, integration and success.

• •We will invest in education in Arab society as an all-Israeli interest.
• •Ending the budgetary discrimination between education streams, which leaves the Arab education system underfunded.
• •Ensuring equal investment in every student, by uniform and equal criteria, and advancing education for democracy and tolerance in all schools.
• •Working to integrate teachers from Arab society into the Hebrew education system, which is currently in a manpower crisis and needs teachers.
• •Strengthening Hebrew and English studies in Arab education and advancing education that gives every child the tools to integrate into higher education, the labor market and Israeli society.
• •In addition, investing in informal education in Arab society as an important component in creating leadership, education for values and crime prevention.

Advancing master plans for Arab localities.

• •Leading a policy of regulation, planning and development of the Arab, Druze and Bedouin localities.
• •Repealing the Kaminitz Law and advancing the establishment of new neighborhoods, industrial zones and development of the Arab local authorities.
