Advancing national preparedness to ensure the safety of people with disabilities in an emergency.

• •Working to implement and enforce the existing accessibility regulations for emergencies and to complete the missing regulations.
• •Advancing a national program to make public shelters accessible and to arrange accessible protection solutions for people with disabilities, including in their homes and everyday surroundings.
• •Also ensuring continuity of the essential assistance, care and support services for people with disabilities in an emergency, and providing the resources needed to implement the protection and accessibility solutions.
• •In the education system, ensuring educational and therapeutic continuity for students with special needs even in an emergency.
• •Drawing lessons from the delays and gaps revealed in operating the responses during Operation "Roaring Lion" and formulating an immediate operating outline that will answer both students in special-education frameworks and students with disabilities integrated in regular education.

Strengthening special education and enabling every child to advance and integrate.

• •Investing in training and reinforcing education and care staff, improving employment conditions in professions where there is a shortage, expanding therapeutic responses inside schools and advancing pedagogical and technological accessibility.
• •Strengthening the system of development, care and support from early childhood, to ensure identification and professional response as early as possible.
• •Expanding existing frameworks, allocating buildings for early-childhood frameworks and daycare centers and increasing the stock of special-education classes according to needs.
• •Ensuring that accessibility is an integral part of planning and developing the education system: advancing accessibility of existing institutions, completing the regulation of accessibility and safety in transportation for students with disabilities and requiring a full answer to accessibility needs when approving development and upgrade budgets.
• •Alongside this, embedding education for inclusion, tolerance and acceptance of the other, from kindergarten and throughout the school years, including through meetings and direct contact between students with and without disabilities.

Ensuring accessible and available health and rehabilitation services.

• •Systemically addressing the shortage of professionals in health, care, accompaniment and integration: improving their pay and employment conditions in the public sector, adding positions as needed and expanding training and recruitment to provide quality services to children and adults with disabilities.
• •Completing the enactment of missing accessibility regulations in health, strengthening enforcement of existing regulations and increasing the availability of rehabilitation services.
• •Improving the system of rehabilitation and mobility devices, and the accessibility services of all types, including reducing bureaucracy, adding budget for all needs and ensuring that devices are fitted and repaired at the required quality and in a reasonable time.
• •Accompanying and overseeing the implementation of the child development reform, to ensure that strengthening the public service is done while preserving continuity of care and children's entitlement to a response at the required time.

Completing the enactment of road accessibility regulations and working for continuous accessibility of the entire public-transportation chain: the vehicles, stations, platforms and roads leading to them, including buses, trains, taxis and shared-transportation solutions.

Completing the transition to community living and ensuring quality, tailored, choice-based welfare services.

• •We will complete the implementation of the law and the enactment of regulations under it, and ensure quality services suited to the person's needs, wishes and choices.
• •In doing so, we will work to complete the transition from institutional frameworks to community living in line with the Dotan Committee's recommendations.
• •We will expand the range of housing alternatives in line with an autonomous conception of the person.
• •During the transition period we will strengthen staff training, oversight, control and complaint mechanisms in existing frameworks, to prevent abuse, neglect and harm to residents.
• •We will advance the completion and implementation of the national program for integrating people with disabilities into community living, in line with Government Decision 2007 of July 2024.
• •We will allocate the professional and budgetary resources needed for assistance and support in community living, including dedicated responses for accompaniment during the transition period.

Strengthening economic security and encouraging integration into employment.

• •We will work for a gradual increase of the disability allowance, in order to strengthen economic security and allow a life of dignity.
• •In addition, we will encourage going out to work and the broadest possible integration into employment.
• •We will expand vocational training, placement and personal accompaniment for people with disabilities, according to their needs and choices.
• •We will encourage employers to hire and promote workers with disabilities through help adapting the work environment and professional support, and work to remove barriers to integration and advancement in the labor market while strengthening the implementation and enforcement of the duty of proper representation in the public and private sectors.

Ensuring full and equal accessibility to the public space and services.

• •Completing the enactment of accessibility regulations under the Equal Rights for Persons with Disabilities Law and ensuring the resources needed to implement them on a permanent basis in every government ministry.
• •Allocating dedicated resources to local authorities to complete the accessibility of public spaces under their responsibility according to binding timetables, with the state bearing budgetary responsibility alongside the authorities' responsibility for planning and execution.
• •Strengthening the Commission for Equal Rights of Persons with Disabilities, expanding its oversight and enforcement capabilities and ensuring effective use of sanctions against bodies that violate accessibility duties, including public bodies and local authorities.
• •Alongside this, strengthening the standing of accessibility coordinators and the tools at their disposal, to ensure systematic and effective implementation of accessibility duties.
