Leading a national plan to eradicate Jewish terror.

• •Jewish terror is a moral disgrace and a grave security danger.
• •Leading a national plan of all the security bodies, which will enable a coordinated effort to manage events and collect evidence to ensure effective enforcement.
• •Strengthening the intelligence and operational capabilities of the Israel Police, and giving the police prosecution tools that will allow effective handling and enforcement.
• •Strengthening the Judea and Samaria District, giving it tools, positions and resources and turning it into a body suited to the challenges and capable of leading the war on Jewish terror.

Regulating civilian involvement in defense.

• •Regulating the activity of standby squads and increasing oversight of civilian weapons.
• •Building an orderly national concept for community defense, which will regulate the powers, resource allocation and operating model of the standby squads in line with the conclusions and lessons of the events of October 7.
• •Advancing oversight and regulation of local security initiatives in order to create an organized, supervised network, prepared for coordinated action in an emergency.
• •Second, increasing oversight of weapon licenses and dangerousness-identification mechanisms among private weapon holders, so that carrying a weapon will come with responsibility, training and tight control.

Building a multi-year plan for rehabilitating and strengthening the police.

• •Leading a national multi-year plan for building up the Israel Police's force, which will allow it to plan long-term, recruit and retain quality personnel, strengthen its response to the citizen and develop dedicated professional responses in fields that require it (such as domestic violence and sexual offenses).
• •Strengthening the Blue Police, recruiting officers to stations and investing in deploying forces in places the state has been absent from for years.
• •Strengthening transparency and introducing advanced tools that will allow the police to cope with the volume of information and the challenges of the period.

Leading a national fight against organized crime.

• •Declaring the fight against organized crime a national goal and establishing a multi-arm task force that will unite all enforcement bodies and act in a coordinated, determined and sustained way to cleanse the state of crime organizations.
• •The fight will rest on three complementary channels: firm and fast enforcement against crime organizations and generators of violence, through a significant boost to enforcement bodies' powers, personnel and budgets, and the establishment of dedicated courts for serious crime; a coordinated multi-agency economic war that will hit the crime organizations' sources of funding; and investment in education, welfare and rehabilitation to prevent young people from entering the circle of crime and to help those who want to leave it.

Amending the Police Ordinance and taking politics out of the Israel Police.

• •Taking the political echelon out of the appointment and decision-making processes and restoring statism to the Israel Police.
• •Amending the Police Ordinance so that it blocks political interference in professional matters that must not be subject to political influence.
• •Entrenching in law the independence of the police and its duty to act for the public alone, reducing the minister's involvement in appointments and ensuring transparent, professional and supervised appointment processes.
• •Ensuring the minister cannot directly influence police policy in matters of investigations, intelligence and prosecutions.
• •Protecting freedom of expression and protest from political interference, backing law-enforcement officials in the fight against corruption and returning operational command to the professional echelon.

Restoring public trust in the police, protecting freedom of expression and protest, and ensuring police officers serve the public.

• •The Israel Police will put service to the citizen first, protect freedom of expression and protest and act in accordance with the rules of ethics.
• •Appointments will be made by professional criteria, so that officers who act for the public, professionally and in line with the rules of ethics and discipline will be rewarded, alongside a zero-tolerance policy for violence and abuse of authority.
• •Ensuring the police act according to clear, uniform and equal procedures.
• •Repealing the Police Investigations Department law, strengthening the department and ensuring it has the tools to deal quickly, efficiently and professionally with every complaint against an officer.
