Fighting polygamy

• •The phenomenon of polygamy in many cases brings with it abuse and trafficking in women, increases Islamization of the environment, raises the chance that children raised in such families will be involved in terror and in crime of every kind. We will lead determined enforcement and eradication of the phenomenon of polygamy through criminal enforcement and economic sanctions.

Returning the "Judaization" of the Negev and the Galilee

• •Defining settlement and the Jewish majority in these areas as a prioritized national mission. Alongside communities for those who serve – new Druze communities.

Protecting the rural space

• •Implementing a civilian model for guarding agricultural land and isolated areas (the "Lone Farms" model).

Establishing local police forces

• •Establishing a local police under the authority of the head of the local authority (council/city). A model of operating force in local government. Instead of authority heads being completely dependent on national government in solving their problems, it is time to arrange the tools so that they can initiate, budget and influence the order of priorities. Our proposal is establishing local police forces that will be subordinate to the mayor and supervised by the Israel Police. (Managerial-strategic: the head of the authority; professional-normative: the police commissioner) A policing force of local residents with training and full policing authority. This is alongside the standby squads and the authority's patrols.
• •The local police forces will have broad authority that includes enforcement and criminal investigation, setting local priorities, administrative-planning enforcement and demolition of illegal structures. The head of the authority will lead the order of priorities, direct the budget, be able to initiate enforcement operations, and we will create a fast and direct track for initiating the demolition of illegal structures. Within the model we propose there are checks and balances that will prevent a situation of a political police.

Establishing a unit for thwarting Arab crime in the Shin Bet

• •After years of dispute over the Shin Bet's powers, defining crime in the Arab sector as an eighth front will allow thwarting activity. To that end Arab crime will be defined as one of the Shin Bet's core missions, and intelligence-collection resources and operational units will be allocated to it.

Harsher punishment

• •Setting minimum sentences and treating shooting incidents, illegal weapons possession and agricultural crime as events with a high punishment threshold.

Establishing a joint authority

• •Establishing an authority in the Ministry of National Security that will lead the integration of arms in the activity, and synchronization and oversight for meeting the goals of the fight against crime of the Shin Bet, police, and the Finance and Interior ministries. In the areas of economic crime, money laundering, pirate infrastructure, illegal construction, illegal weapons possession and serious crime.

Making the adjudication and sentencing process more efficient

• •Immediate increase in the number of judges in local courts, creating oversight mechanisms over trial time, establishing dedicated courts for agricultural crime and weapons offenses, supervision of the release of offenders and recidivism (return to crime).

A response to the manpower problem

• •Recruiting to the police will be defined as preferred national work; discharged soldiers will receive, at the end of a two-year service period, a grant of NIS 50,000 (without harming the additional benefits).
• •A double study grant during service in the local police.
• •At the end of two years of local police service, those who finish will have the option of joining the reserves in the local service. A home-defense track with full weapons and equipment at home.

A Texas doctrine of self-defense

• •An amendment to the Dromi law that will clarify that any break-in into a private compound at night by a person carrying a weapon will be defined as mortal danger and will allow acting in self-defense.
