- •Evasion of military or civilian service = "desertion".
- •Establishing a national screening center to direct draft-age youth to the various service tracks.
- •Benefits for those who serve in the regular army and in the reserves: tax credit points, priority for reservists in hiring into the civil service and in tenders for senior positions, priority for reservists' businesses in state tenders, financial compensation to employers of a reservist who served more than 15 days of reserve duty a year, housing benefits and more.
- •Establishing dedicated frameworks for military service for those Haredim who ask not to serve in general units.
- •Establishing a network of yeshivas on the confrontation line for a unique national service for "outstanding students".
- •A principle published on the party's website: legislating a "universal draft law" is the party's threshold condition for forming a government.
- •No further exemption from service will be granted to those whose Torah study is their occupation – not even in small numbers.
- •Anyone who, as a result of a medical condition, is found unsuitable for military service and unsuitable for national service will not be considered a deserter but exempt from service. This exemption on medical grounds will be the only exemption from service.
- •Exemption for older immigrants and transitional provision – the duty of service and the imposition of the sanction on deserters will not apply to new immigrants who immigrated to Israel after turning 24, or to anyone who had already passed the age of 24 when the arrangement begins.
- •"Deserter" for the purposes of this section shall be anyone who did not report for screening at the national screening center, or did not report for military/civilian service at the body to which the national screening center referred them.
- •"Server" for the purposes of the benefits and positive incentives shall be anyone who completed at least 24 months of military service or national/civilian service. Anyone who began service and whose service was stopped because of a medical impediment shall also be considered a server.
- •Failure to report to the national screening center, or to the military/national service to which the server is referred, will require both economic sanctions and criminal sanctions against the person who deserted service.
- •Any private body that requests a budget, grant, loan or subsidy from the state or from government corporations will be required to declare that it will not give any support, scholarship, subsidy or discount to those who deserted service. A body that violates this commitment will be required to return all the benefits it received from the state.
- •A body that gives a salary, benefits, scholarships, loans, a subsidy or any payment to someone who deserted service will lose its eligibility for the income-tax exemption for raising donations (Section 46 of the Income Tax Ordinance).
- •The army must dramatically and rapidly increase its capacity to absorb conscripts from the Haredi sector. At this time the army shows a capacity to absorb about 4,800 conscripts a year - we demand that the IDF present a plan under which in 2025/6 the number of conscripts will grow to 15,000 and in 2026/7 to 20,000. To the extent the IDF has no need for such a large manpower roster, referrals to civilian service tracks should be carried out equally.
- •700 outstanding Torah students - "geniuses" ("ilu'im") - will no longer receive a deferral of service ("dach"sh") or an exemption from military service as is customary today, but will perform their service by studying Torah in a network of 7 yeshivas to be established on the confrontation lines. It is proposed that the yeshivas, in each of which 100 young men will serve, be located in the following areas: Kiryat Shmona, the Golan Heights, Acre, the Jordan Valley, Sderot, Ofakim, the Arava.
- •The training of those serving in this national service (as yeshiva students) will also include military training for basic security tasks (Rifleman 02). So as not to harm the national service performed by a yeshiva student, the military training and exercises will take place only during the "bein hazmanim" (yeshiva break) period.
- •The adaptation of service must be done in a way that allows Haredi servers to serve in an environment that does not harm their faith and, on the other hand, allows the general population to serve in a framework that respects their more liberal worldview, according to the service framework that exists today (religious-national, traditional and secular, integration of non-Jewish populations, appropriate gender integration, and the like).
- •Without detracting from this, care must be taken to ensure that the service of other publics is not harmed as a result of integrating the Haredim, and in particular that the integration of women in the IDF is not harmed.
Source note: the party's platform page and its full conscription outline are worded differently on the elite-student ("ilu'im") question; both wordings are shown as published.
