Безопасность и внешняя политика

Digital sovereignty and protection of infrastructure

  • •Keeping critical infrastructure in Israeli hands, and protecting the sovereignty of the digital infrastructure, services and information needed for the proper functioning of the state

Digital sovereignty

  • •We will advance legislation of a Digital Sovereignty Law, which will anchor Israel's sovereignty over its critical digital infrastructure and will protect the vital digital information and data of its citizens. The law is intended to prevent Israel - all of it or an organization within it - from being disconnected from the internet and from cloud services by any party and for any reason that is not substantive, and to ensure access to critical data and its use in an emergency and over time. Under it we will also close existing legislative gaps in digital security - including artificial intelligence security and dealing with digital financial fraud.

Technology alliances and regional moves

  • •We will advance Israel's inclusion as a member of international technology alliances with technology powers - first and foremost the US. To this end we will regulate the rules for securing sensitive Israeli technologies (Trusted Technologies) vis-a-vis them. This regulation will give research institutions and industry access to the advanced computing infrastructure needed for technological development, and will integrate Israel into the regional and global supply chains related to it.
  • •We will work to include Israel in a series of advanced regional moves and initiatives, in order to strengthen its strategic standing and its economy and to expand security and infrastructure redundancy.

Yashar! for Infrastructure

  • •Yashar! looks ahead and sees national infrastructure - physical and technological alike - as a national security issue and a basic condition for the existence and development of the State of Israel. We envision an Israel with resilient and independent infrastructure, in which a continuous supply of electricity and water is assured in routine and in emergencies, which safeguards its digital sovereignty and keeps its resources in Israeli hands, and which leads the global technology race instead of being dragged behind it.
  • •To get there, Yashar! will advance a strategic, unified, long-term national master plan for infrastructure, which will strengthen functional continuity and redundancy in energy and water, create synergy between physical and technological infrastructure, and prepare them for technological change and for leveraging it into economic growth. Alongside this, we will ensure digital sovereignty, and that the protection of vital infrastructure and the profits from national natural resources serve future generations - by investing in infrastructure and in growth-driving sectors.

Unified, long-term planning

  • •A single policy that views all national infrastructure as a whole, synchronizes the energy, water and communications goals with the technological goals, and looks to the future in a way that ensures functional continuity, stability of energy supply and readiness for crisis and emergency situations

Future generations

  • •Ensuring that excess profits from national natural resources are used for the benefit of future generations within the "Wealth Fund" (the Fund for the Citizens of Israel), by investing them in infrastructure and in growth-driving sectors

Advanced technological infrastructure

  • •A clear government vision, backed by an energy and infrastructure policy, to strengthen Israel's standing in artificial intelligence, quantum and chips together with the private market - within the limited window of opportunity

National Infrastructure Security Law

  • •We will advance legislation of a National Infrastructure Security Law, which will anchor for the first time the consideration of infrastructure security - alongside economic considerations - as a binding consideration in every decision on national infrastructure and its ownership, managed transparently.
  • •The law will set orderly procedures for formulating an integrative infrastructure policy, and will require setting long-term, measurable and time-bound policy and redundancy goals. It will also provide that any government decision involving the dilution of a vital and limited infrastructure resource will be made only after an orderly, professional and transparent process - alongside examination of an alternative and the start of its advancement, to ensure infrastructure redundancy and independence.

National master plan for infrastructure resilience

  • •We will lead the building of a comprehensive national master plan for infrastructure resilience, which will ensure the stability of the infrastructure vital to the functioning of the state and the economy - in routine and in emergencies alike. As part of it we will carry out an updated mapping of the existing and future needs of the economy and of the raw materials they require (including rare minerals), and on that basis we will formulate a plan for developing, accelerating and managing infrastructure - including preparation for emergency scenarios, energy redundancy goals, ensuring the stability of supply chains and resilience in a crisis.
  • •As part of the plan we will also set economy-wide goals for technology infrastructure in artificial intelligence and chips, and a detailed national quantum plan, alongside the national artificial intelligence plan, which will accelerate national and economy-wide computing power. We will integrate these goals into the mapping of the economy's energy needs, and establish a government structure for integrated infrastructure policy - one that balances the technological vision for technological infrastructure against the production capacity and functioning of the energy economy and economic prosperity.
  • •We will set binding standards for data transparency in infrastructure, which will require reporting of faults, subject to security constraints, and will allow the public to be updated in real time on the state of the various infrastructure sectors.

Merging the Electricity Authority and the Gas Authority

  • •We will examine merging the Electricity Authority with the Gas Authority into a single, professional and efficient authority that views the needs of both sectors as a whole. Natural gas is the main source of electricity generation in Israel, and the regulation of the gas sector and its infrastructure is intertwined with the regulation of the electricity sector - and vice versa. This merger will enable orderly and coordinated planning and decision-making between two sectors that depend on each other.

Infrastructure sovereignty

  • •We will keep the infrastructure critical to the functioning of the state in Israeli hands. The existing government mechanism for supervising ownership of critical infrastructure operates as a committee, in a non-transparent manner, without prior coordination with the relevant regulators and ministries - and is therefore not effective enough, is exposed to political pressure and creates uncertainty for the business market. We will advance legislation, as is customary in the world, that will define only critical infrastructure as such that must remain in Israeli ownership, and we will ensure this through transparent supervision and control mechanisms - alongside flexible decision-making powers to balance against economic considerations.

The Wealth Fund

  • •We will lead an amendment to the Wealth Fund Law (the Fund for the Citizens of Israel Law, 5774-2014), which will ensure that the state's revenues from natural resources serve the welfare of the entire public and the benefit of future generations. The existing mechanism has failed: the Knesset committee supervising the fund has become another channel for coalition and sectoral funds. In its place we will set up a professional supervision mechanism, with a long-term view and free of extraneous considerations, and we will make sure the fund's money is invested in long-term critical infrastructure projects, so that they become growth drivers that will serve Israel over time. This will best achieve the goal of using the money for the benefit of future generations.

The electricity sector

  • •We will advance the decentralization of the electricity sector: accelerating development of the transmission grid as a national project, building energy storage infrastructure and advancing microgrids. We will expand renewable energy, examine additional energy alternatives to diversify Israel's energy sources, and advance regional initiatives to connect Israel to energy and communications infrastructure with other countries - also as a lever for strengthening its strategic standing in the region.
  • •We will ensure that the electricity sector supports Israel's developing and appropriate technological needs in the era of artificial intelligence. As part of this we will remove mutual barriers between the electricity sector and the technological infrastructure - such as grid connection tenders - and will set graduated, rapid policy goals to create business certainty for the private market. We will also examine measures to encourage and facilitate the establishment of energy generation and storage sources within technological infrastructure facilities by the developers themselves (Make your own energy).

Economic incentives for advancing national infrastructure projects

  • •We will encourage the establishment of national infrastructure projects by amending the existing mechanisms for encouraging capital investment, so that they create economic incentives for private-sector investors to invest in developing critical infrastructure and in accelerating redundancy in the energy and gas networks. We will provide incentives for additional rapid gas drilling for Israel, investment in the chip sector and more. At the same time we will advance processes to broaden the range of electricity generation technologies in Israel, alongside involving international parties in developing electricity generation infrastructure.

Communications infrastructure

  • •We will ensure the functional continuity of communications infrastructure. We will set redundancy goals for this infrastructure - with emphasis on alternative connectivity in the periphery and border areas, at vital facilities and in emergency services; we will accelerate the rollout of fiber and advanced communications infrastructure in the periphery, in border areas and in industrial zones of strategic importance; and we will strengthen Israel's international connectivity by involving the private market and creating backup routes for the undersea cables. These goals will be integrated with the technology and energy infrastructure goals.

Waste Authority

  • •We will end the ongoing failure in waste treatment - which was neglected, became a source of air and soil pollution and contributed to the spread of crime. We will establish an independent and professional Waste Authority, which will operate according to the principles accepted in other infrastructure authorities and on professional considerations, and will ensure that waste ceases to be a source of pollution and becomes an energy resource - while maintaining environmental principles and economic viability for the private market. We will examine integrating the authority into the framework of similar regulatory authorities with regard to economic pricing.

The water sector

  • •We will advance a plan for the resilience of the Israeli water sector, which will ensure a continuous supply of clean water in routine and in emergencies. Today Israel has no long-term plan for the water sector except a desalination plan, which has not yet been approved by the government and includes heavy demand left unanswered. The result: Israel is gradually moving from a state of redundancy to a danger of water shortage, especially in light of the climate crisis. As part of the resilience plan we will formulate long-term planning that takes into account the effects of the climate crisis, population growth and dependence on desalination, we will encourage the use of runoff water, and we will remove regulatory barriers that prevent the use of greywater.
