Emergency preparedness and protecting cash flow

• •We will examine anchoring in legislation a pre-structured assistance procedure, to be activated when defined criteria are met, in order to create certainty for business owners. In parallel, we will work to strengthen the Payment Discipline Law and to reduce the exceptions that allow delaying payments, in particular by local authorities and government ministries.

Easing the establishment of and investment in businesses and startups

• •We will examine easing the opening of businesses, recognition of business set-up expenses, and accelerated depreciation to encourage investment. We will work for a simple, digital arrangement for registering and updating data of startups, and for support programs that include access to computing infrastructure, development incubators and support programs for technological entrepreneurship.

Regulation and bureaucracy through the lens of a small business

• •We will work to systematically examine the impact of regulation on small businesses, and to adopt tailored tracks that will lead to significant reduction, easements or exemptions where uniform regulation imposes a disproportionate burden. In addition, we will work to unify the handling of the self-employed under a single central address and a digital portal with AI tools, in which it will be possible to establish, update details and manage the business vis-a-vis the authorities and the state.

A strong institution for the self-employed and small businesses

• •We will strengthen the Small and Medium Business Agency in the Ministry of Economy and examine turning it into an independent, professional authority with enforcement, follow-up and oversight capabilities.

No discrimination in public projects and tenders

• •We will prevent discrimination against owners of small and medium businesses in state tenders and projects, and insist on enforcement of the Mandatory Tenders Law, in particular Amendment 25, which sets an obligation to include, and transparency of data on the inclusion of, micro, small and medium businesses in the contracts of public and government bodies.

Investing in innovation, research and development and professional training

• •We will invest in expanding the network of professional training courses and concentrating them in a single government ministry that will coordinate them, and in entrepreneurship education for the general public, alongside encouraging innovation and dedicated technological training programs for business owners and employees, for integrating systems to streamline management, production and sale of products and services.

A support and rights-access program

• •We will work to improve the systems for establishing businesses, and the intake and access of small businesses vis-a-vis bureaucratic and government bodies, within the digital portal for handling the self-employed. We will clearly make the rights of the self-employed accessible, and how to exercise them, efficiently and quickly.

An economic and social safety net for the self-employed and accessible financing

• •We will promote the gradual establishment of a social safety net adapted to the self-employed, based on a contribution-based mechanism and not on one-time assistance. We will arrange solutions and responses for the self-employed in days of mourning, hospitalization and serious illness, and work to strengthen the state-guaranteed loan fund as an accessible alternative to bank credit.

Advancing women and women-owned businesses

• •We will work to reduce pay gaps between women and men in the labor market, including among the self-employed. We will promote support and professional training programs for self-employed women returning to work after a career break and maternity leave, and insist on quality early-childhood care, with subsidies for serving and working parents. An economic rehabilitation and prosperity plan for the north and the south

• •We will increase existing business activity by expanding investment tracks, promote the opening of new businesses by updating the Law for the Encouragement of Capital Investments and creating two new tiers in the law, and promote a reduction in business property tax (arnona) for the benefit of the rehabilitation.
