- •Kachol Lavan will advance the Basic Law: Legislation, which will regulate the constitutional rules of the game in Israel, define the status of the Basic Laws, and set a clear mechanism for judicial review.
- •Legislating Basic Laws will require a special majority: a graduated process of four readings, agreed broadly, with the final vote held by a large majority of Knesset members and with time gaps to prevent frequent political changes.
- •Regulated judicial review: only the Supreme Court may strike down laws; striking down a law will require a 2/3 majority on a panel of at least nine justices, and striking down a Basic Law a 2/3 majority of the full bench of all Supreme Court justices.
- •Kachol Lavan will work to cancel the Saar-Levin outline and to entrench a professional, balanced mechanism for selecting Israel's judges, while preserving the independence of the judiciary and public trust.
- •The seniority system will be anchored in law: the president of the Supreme Court will be appointed by seniority, by default.
- •Balance in the committee's composition: three of the committee's nine members will be judges, to preserve their proportional share.
- •Representation for the opposition: the opposition's Knesset representative will be chosen by the opposition alone, and the coalition will choose its own representative separately.
- •A special majority for selecting Supreme Court justices: selecting a Supreme Court justice will require the support of 7 of the committee's 9 members, in order to encourage broad agreement.
- •Term limits: the attorney general's term will be limited to 5 years, and term limits will also apply to legal advisers in government ministries, with retirement arrangements for the veterans among them.
- •Regulating the government's representation: a clear mechanism will let the government receive "private legal representation" automatically in cases where the attorney general is unwilling to defend its position in court.
- •Kachol Lavan will work to update the Basic Law: The Nation-State, to strengthen Israel's character as a Jewish and democratic state and to establish the principle of equality before the law.
- •"A ballot and a half": a semi-open list election system, letting list voters influence the ranking of candidates on Knesset lists, to strengthen the link between the public and its elected officials.
- •Sanctions on ministers who do not cooperate with the Knesset's activity, including delaying legislative initiatives, budget cuts, restrictions on travel abroad and even a personal fine.
