The Ethiopian-origin community

Fair enforcement, personal security and rebuilding trust

• •We will advance a reform of community-police relations. We will ensure personal security for the community in its neighborhoods – a presence that creates security – and sharpen the police response. We will require quarterly publication of data on detentions, arrests and case openings. We will advance mentoring and support programs for at-risk youth. We will ensure that the presumption of expungement is implemented for young people with minor offenses, and expand the arrangements for diversion from criminal proceedings. We will anchor legal aid for victims of discrimination as a permanent arrangement.

Employment

• •We will enforce the Appropriate Representation Law. We will examine, on the basis of competence and excellence alone, the Palmor Committee's recommendation regarding a candidate pool and a promotion track. We will examine a credit and grants track for entrepreneurship and small businesses according to objective economic criteria.
• •We will work to increase participation in the Ministry of Labor's training programs, in particular training in technology and digital fields.

Preventing racism and safeguarding equal opportunity

• •We will enforce the law prohibiting discrimination in products, services and employment.

The status of the Kessim

• •We will work to find solutions for state recognition of the status of the Kessim, while creating a real dialogue between the spiritual leaderships, based on an inclusive and respectful view of Judaism that sees value in strengthening the Jewish chain of generations. We will work to strengthen the young generation of the spiritual leadership and to promote joint ceremonies that include the Kessim tradition.

Preventing racism and safeguarding equal opportunity

• •We will strengthen the standing, powers and executive capacity of the government unit for coordinating the fight against racism.

Education and sports

• •We will advance expanding the excellence programs through a dedicated additional payment in the basket, per student, for every student studying 5 units in mathematics, English or science in the concentration localities. We will expand tutoring hours in the system and advance remedial teaching for struggling students. We will also work to expand the variety and accessibility of informal education frameworks.
• •We will advance programs for excellence in sports and physical education, and work to spread knowledge and familiarity with the subject among parents and students.

Higher education

• •We will expand the scholarship budget and the Planning and Budgeting Committee (PBC) program for Ethiopian-origin Israelis – a full tuition scholarship and a living-expenses scholarship for young people up to age 30, conditional on persistence and on meeting targets – and raise the national target for the number of students and graduates, in particular for advanced degrees.
• •We will make the pre-academic preparatory programs' data transparent and promote competition among them to improve results.
• •We will advance academic mentoring and internships in high-tech and health, with a state subsidy for the first year of employment (the TAVAT model).

Preventing racism and safeguarding equal opportunity

• •We will embed education for equality and the prevention of racism in the curricula and in the training of teachers and public-service providers.

Recognition of heritage

• •We will teach the heritage of all of Israel's communities in the curricula and at IDF bases.

Addiction and mental health

• •We will advance education programs to prevent addiction among teenagers and young people.
• •We will work in cooperation with the relevant bodies in the IDF and the Education Corps to advance a tailored support program for Ethiopian-origin soldiers, in order to eliminate dropout, reduce the number of incarceration cases and improve the response in the field of mental health.

Housing and periphery

• •We will ensure the actual implementation of the dedicated housing assistance and mortgages for Ethiopian-origin Israelis that were set in the past and not carried out.
• •We will examine a housing-eligibility model according to socioeconomic status after exhausting earning capacity.

Nurturing leadership, innovation and excellence

• •We will lead dedicated tracks for advancing women in leadership, academia and entrepreneurship.

Housing and periphery

• •We will focus urban renewal on the neighborhoods and concentration localities of Ethiopian-origin Israelis and protect the existing residents.
• •We will work to prevent the perpetuation of concentration and spatial exclusion

Management framework and national goal

• •We will advance a mapping of all the programs that were promoted or are in the process of being promoted, and examine them against success, actual funding and implementation gaps, in order to regulate the overall response for Ethiopian-origin Israelis. We will set a national goal to narrow the gaps in education and higher education within eight years, and anchor it in funded five-year plans with a body responsible for the result. We will appoint a coordinating and responsible body within the Ministry of Education, which will be in charge of the five-year plan for integration and of improving access to higher education.

Nurturing leadership, innovation and excellence

• •We will nurture young and community leadership, and promote innovation, entrepreneurship and excellence
• •We will work to increase participation in the cadet and reserve programs for the public service.

Immigrants will receive comprehensive integration support and guidance.

Recognition of heritage

• •We will work to preserve and pass on the heritage of Ethiopian Jewry
• •We will advance community and social connections in education, sports, culture, art, leisure and volunteering – out of recognition of the community's unique contribution to the heritage and culture of the state and society.
