Recruitment and service

•An Israeli service framework for all: military, civil, security or community service for every citizen.
•A benefits package for those who serve: state support for mortgages, education, housing, state tenders and the businesses of reservists.
•Free early-childhood education for serving couples.

•To lead a cross-government move to lower the cost of living by 20% within five years.
•A public committee to reduce concentration in food and toiletries: an external expert body to identify restrictive arrangements, remove entry barriers and stop price gouging, committed to submitting operative recommendations by set dates.
•Full implementation of the import reforms "Not Stopping at the Port" and "What's Good in Europe Is Good in Israel" in standards, food, cosmetics and energy, alongside an effective measurement system.
•Raising the share of employment in high-tech to 20% over the coming decade.
•A brain-return program: integrating returnees in academia, research, the defense industries and the civil service.
•Employment of Haredi men: 70% within 5 years. Employment of Arab women: 53% within 5 years.
•Implementing the "Order 8 for the public sector" plan, to get the economy moving, rebuild the western Negev and the north, and restore trust between the people and the state.

•Structural change, personal example and elected officials rising above politics: reducing government ministries to about 20, cutting most coalition funds, and freezing or cutting the pay of senior civil servants, ministers and Knesset members.
•Strengthening local government: advancing a comprehensive reform that creates a new division of powers between the national and regional levels, for better service to the citizen. Devolution in education, interior, transport and more.

•The goal: building 75–80 thousand housing units a year, in line with the pace of household growth and closing the gaps; closing a cumulative gap between demand and supply of about 153 thousand apartments within 5 years.
•Direct reward for permits and completions: the state will transfer part of the betterment-levy revenue to the authority's current budget as an incentive for annual targets.
•Incentives for urban-renewal projects across the country: setting a goal of 40% of new construction (currently about 20%), while giving incentives to departing residents and to contractors.
•The solution requires linking housing to transport by increasing construction around public-transit stations. The housing plan will be built from the north and south toward the center, to strengthen settlement in these regions and as a national goal of increasing settlement in the Negev and the Galilee.
•Encouraging municipal long-term rental projects next to transport hubs, with priority for serving couples.

•Accelerated development of national infrastructure, in particular building mass-transit rail systems in the metropolitan areas (such as the metro in Gush Dan, the light rail in Jerusalem and the Nazareth–Haifa light rail), and accelerated development of Israel Railways lines to connect the country to the metropolitan areas, with emphasis on rail in the north and the Gaza envelope.
•As a rule, public-transit speed should be raised by at least 30 km/h, with a goal of increasing public-transit use to 40%, as in leading metropolitan areas worldwide.

•Aliyah: one million immigrants within a decade. We have an opportunity to arrange the absorption of a million immigrants who will settle the land, strengthen its Jewish identity, bring education and culture, and integrate into Israeli society.
