Housing

  • •A clear division of roles among the planning, initiating and execution bodies (the Planning Administration, the Israel Land Authority, the national housing committee [Vatmal], the national infrastructure committee [Vatal], the Urban Renewal Authority, the geographic committees and the Housing Ministry), and wider powers for the National Planning Headquarters under a "National Planning Cabinet"
  • •Measuring the planning and land bodies by actual delivery (permits and occupancy) rather than by the amount of planning on paper, and including infrastructure supply among the Israel Land Authority's goals
  • •Task forces to issue building permits in local authorities with a large unrealized planning stock, and transferring planning powers to local committees on a differential basis, according to proven ability to advance and execute
  • •Shortening approval procedures with binding timelines (SLAs), closing professional manpower gaps in planning committees, and incentives for contractors: bonuses for finishing early and meeting milestones, and fines for delays
  • •Examining economic tools, including a duty to pay municipal tax, on vacant land that has not been developed and is held by contractors and developers, to encourage building
  • •Rapidly adding tens of thousands of construction workers, easing regulation so advanced building technologies can be introduced, and moving to a "digital project file" with AI tools for oversight
  • •Prioritizing urban renewal: amending the Vatmal law to focus on large-scale renewal, strengthening the Urban Renewal Authority, and settling the update of existing plans at risk of cancellation, while protecting the existing population of the complex
  • •Planning residential complexes so that infrastructure and the elements of daily life (transport, water and electricity, protection, education, employment, open space, culture and leisure) are planned and budgeted in parallel, and anchoring the principle of transit-oriented development (TOD)
  • •Long-term rental in contracts of several years, a safety net for companies and investors in institutional rental, and digitizing rental contracts
  • •Sheltered-housing solutions for senior citizens with regulatory relief, and stronger oversight and enforcement of conditions in sheltered housing, nursing institutions, public-housing clusters and golden-age homes
  • •Removing planning, land and regulatory barriers so that communities, moshavim and kibbutzim can grow and absorb the next generation, while protecting open spaces
  • •Priority for those who serve in housing projects, subsidized loans, government rentals and the long-term rental programs
