Yashar! For National Service for All

• •The Yashar party will legislate the "National Service for All" law, which will bring a historic integration of the Haredi and Arab public into the service frameworks. We will address the urgent security need and the fulfillment of the value-based and moral obligation of all parts of Israeli society. We will expand the ranks of the army, strengthen the IDF's purpose as the people's army and ensure its goals: to defend the country, ensure its existence and win every war. We will establish a civil-national service and create a new contract between the Israeli citizen and the state.

Every citizen is obligated to serve

• •Priority for service in the IDF, and after it, meaningful civil and national service tracks, in accordance with the state's needs.

The IDF first

• •The IDF will select conscripts according to its needs, while preserving their way of life. Whoever does not serve in the IDF will be required to serve in a civil service track.

Service will be carried out directly with the state

• •An independent national service administration of its own alone will be established, with the right by law to operate vis-a-vis all candidates for service. Without a sectoral, communal or political party hand.

All young people will pass through the administration's gates

• •In accordance with the law, the administration will summon all young people to screening processes, allocate to the IDF the share intended for IDF service from the draft cohort, and refer young people who will not serve in the IDF to the other civil-national service tracks. The administration will ensure a transparent, efficient, equal and just process.

Advancement and transparency

• •The service administration will promote the draft of Haredim to the IDF, allocate resources and support the service bodies. The administration will create an information system that will enable ongoing reporting at any time. The administration will receive authority to centralize information from all bodies.

Outstanding individuals

• •In each draft cohort, an allocation will be reserved for deferring service by a year for outstanding individuals in sports, sciences, arts and humanities. The scope of the allocation will be determined by the service administration in coordination with the IDF and according to strict criteria and external tests that indicate exceptional excellence that contributes to the State of Israel.

Torah students

• •In each annual cohort, an allocation of up to 3% (the exact allocation to be determined according to the defense establishment's needs) of the entire cohort will be reserved, for deferral from service for one year, for Torah study, in open screening, according to external and equal criteria. All those eligible for deferral will undergo induction and basic training.
• •All deferral tracks will be subject to a full oversight process by the service administration. Renewal of the deferral will be granted by the administration each year, subject to meeting the criteria. Failure to report or false reporting will lead to immediate disqualification of the annual deferral and entail criminal prosecution.

Personal restrictions and denial of benefits

• •Those whose service was deferred and who received an exemption from service will not be eligible for the civil benefits intended for service members as defined in the rewards tier.
• •Young people who are not exempt from service and did not fulfill their duty (draft evaders and deserters) will be subject to denial of civil and economic benefits and to criminal prosecution, including: participation in state tenders, Council for Higher Education and Ministry of Labor scholarships, property tax (arnona) discount, a unique status in eligibility tests for government housing programs, National Insurance, transportation, parental benefits, housing loans and rent assistance, vocational training vouchers, business assistance from the Ministry of Economy, eligibility for long-term rental, land allocations by the Ministry of the Interior, exemption from appreciation tax on the sale of a "qualifying apartment", exemption from purchase tax on buying a "sole apartment", exemption from tax on a scholarship for a student or researcher, support for Torah institutions, assistance under the Economic Assistance Law (5777-2017), revocation of a license, a ban on leaving the country and more.

Criminal prosecution

• •In addition to section 9, whoever did not fulfill their duty to serve by law will be subject to criminal prosecution according to law.

The state will honor, reward and prioritize its service members

• •We will rebuild the system of recognition and civil benefits in the State of Israel so that IDF service members, first and foremost combat soldiers, will receive priority in rights.
• •These include: housing, tax credits, service members' pay, Council for Higher Education and Ministry of Labor scholarships, property tax (arnona) discount, study programs (such as "Mamadim for Studies"), state grants, a unique status in eligibility tests for government programs, daycare centers, status in the National Insurance Institute, public transportation discounts, afternoon-program subsidies and more.
• •No more granting rights on a sectoral and political basis, but on the basis of the self-evident Zionist value - whoever serves is rewarded.
• •We will apply a tier of civil and economic benefits, whose purpose is to compensate for and improve the starting conditions in life of service members, so that their contribution and fulfillment of their duty to the state will be a significant springboard.
• •The tier of benefits for service members: 1. Graduates of military service in the combat array. 2. Graduates of military service. 3. Graduates of civil service.
• •Active reserve service members will be entitled to an additional tier of benefits intended for the reserve population.
