- •Increasing the fighting, serving and working force is a necessity if we want sovereignty on the ground and security independence. We must bring the Haredi population into the serving public in a significant way. We will do this sensibly, by consent and with respect.
Security and foreign policy
- •Security begins with faith in the justice of our path, with trust and with unity around the goal. A state cannot reach a decision without a public that believes in the justice of its path, trusts its leadership and feels a partner in the national responsibility. Unity is not uniformity, but the understanding that we have one land, a shared fate and shared responsibility.
- •Israel must stop managing the conflict through arrangements and rounds. The aim of security policy is to shape a new reality by defeating the enemy and creating real deterrence.
- •As long as the enemy believes that terror will eventually bring an Israeli withdrawal or a political gain, it will keep fighting. From its point of view, time is on its side. Therefore the concept of decisive victory seeks to deny not only its strength but, first and foremost, the perception that the struggle will pay off for it and that a Palestinian state will arise.
- •An enemy that goes to war against Israel loses territory. A territorial price is a central part of building deterrence. An area that served as a base for an attack on Israel will pass to Israeli security control and will not automatically return to the enemy's hands.
- •A decisive victory requires continuous denial of capabilities. It is not enough to destroy the enemy's strength during the war. Israel must continuously prevent its rebuilding, its rearming and the return of the military and governmental infrastructure that enables the next war.
- •The State of Israel will aim for a quick decision against the enemy. Since the IDF is built on a broad reserve system, the role of reservists is not to serve a career service but to build Israel's economy. A war is decided quickly!
- •In Gaza: there is no decision without emigration. Only by cutting Hamas off from the population can Hamas be defeated. Whoever stays and fights us – we will fight with all our might. But the population must be separated from Hamas: security control, taking away territory and preventing rehabilitation. Gaza must not be allowed to return to what it was. There is a price for aggression – and the whole world will know it. Only then will deterrence be created.
- •In Lebanon: freedom of action for the IDF as long as there is any trace of Hezbollah. Our aspiration, as always, is real peace. But as long as the Lebanese government and army are unable to defeat the Hezbollah organization themselves, the State of Israel will maintain freedom of action throughout Lebanon, including collecting a territorial price and relocating population from the combat areas.
- •Iran is the head of the snake and we must finish what we started in the operations "Sha'agat HaAri" and "Am KeLavi": thwarting the nuclear capability, thwarting the long-range missile industry, and intensive multi-dimensional activity to topple the regime of the Islamic Republic.
- •In Judea and Samaria: we do not wait for the next October 7. Israel cannot allow the threat in Judea and Samaria to develop. The Palestinian Authority must be demilitarized, except for light arms for policing needs, and the agreements must be implemented again. Continuous security presence, full freedom of action, eliminating terror infrastructure, governance and deepening settlement will prevent the growth of a threat that endangers the heart of the State of Israel.
- •In Syria: we preserve the achievements. We do not give up the key areas the IDF controls, we strangle Hezbollah in Lebanon, prevent a hostile Turkish entrenchment and protect members of the Druze community from massacres by the extremist Muslim militias in the country.
- •Preparing for future arenas: there are countries with which we currently have agreements but which may turn hostile toward us in the near future, with an emphasis on Turkey and Egypt. If this scenario materializes it would be a very serious threat to the State of Israel. We will make sure the defense establishment takes these potential threats seriously as well and prepares for extreme scenarios.
- •On the battlefield of perception: moving from defense to offense. We must internalize that a war of perception is being waged against the State of Israel and the Jewish people as a whole, intended to make our blood permissible to shed. This war is led by private individuals and organizations and by several states, among them Qatar, Turkey and Russia. We must treat this arena as an active combat arena, identify the enemy and defeat it by every possible means.
- •The state must control territory: in Judea and Samaria, in the Negev, in the Galilee, in the mixed cities and everywhere. Prevent smuggling, fight protection rackets and economic crime, strengthen settlement and governance and break terror and crime infrastructure. Loss of internal and territorial control is a security threat, not just an enforcement problem.
- •Security independence – we must not be dependent on any country in the world for the supply of ammunition and weapons. We must achieve this through maximum independence in production, in ammunition and in building strategic stockpiles, and by diversifying the supply sources of everything we cannot produce independently.
- •Legal independence: we will not allow jurists to shackle the hands of our fighters on the way to defeating the enemy. The State of Israel must act in accordance with reality and the conditions on the ground. We will work to reduce the harmful influence of the legal system on the security forces.
- •The lives of IDF soldiers come before everything. Even before the lives of enemy civilians and before absurd norms – which are a double standard. We will not adopt rules of the game detached from reality, by which we are the only state that plays. We will not give up moving the enemy population and softening targets with massive preliminary fire before kinetic entry of IDF soldiers into them.
