The LGBT community

Advancing full equal rights in law.

• •Leading legislation that will ensure civil and equal marriage for every couple in Israel, alongside equal parenthood registration without discrimination.
• •Mapping and amending every law that creates improper discrimination, for full equal rights in the right to start a family and to parenthood.
• •We will do this by regulating equality in surrogacy and adoption regardless of sex and gender, recognizing LGBT couplehood in state institutions such as equalizing eligibility in National Insurance and income tax, regulating shared parenthood and more.

Advancing a legislative package to fight violence and incitement.

• •Enacting a law banning conversion therapy for minors and a law recognizing victims of hate crimes.
• •Amending the Penal Law to include a ban on incitement against LGBT people and to regulate tougher penalties for hate crimes based on gender identity.
• •Broadening the ban on discrimination so that it clearly applies to sexual orientation and gender identity.
• •At the same time, banning direct and indirect government support for bodies that promote discrimination based on gender identity and sexual orientation.

Ensuring personal security and protection for at-risk populations.

• •Advancing a national program to fight homophobia and transphobia: improving the police and social response to hate crimes, among other things by taking care to classify hate crimes against the LGBT community and report continuously, which will allow real handling of the scale of the phenomenon.
• •In addition, leading a move to embed tolerant policy toward the LGBT community in the police, and formulating up-to-date procedures regarding the transgender population in the police and the Prison Service.
• •We will safeguard freedom of protest and the right to demonstrate and ensure the authorities protect community members from attempts to narrow their steps and limit their visibility in the public space.

Embedding tolerance and equality education content in the education system and advancing tolerant and inclusive policy in state institutions.

• •To that end, we will expand education-for-tolerance budgets and the responses for LGBT youth, embed a Director-General circular for adapting the education system to LGBT people and making it accessible, and integrate LGBT content and lesson plans and the promotion of tolerance in the state education system.
• •To lead real social change, we will also work to embed inclusive policy in the civil service, the IDF and academia, in order to ensure equal and respectful institutional treatment of the LGBT community.

Establishing a national authority for advancing LGBT rights and strengthening the LGBT community for a more diverse, open and tolerant society.

• •Establishing a national authority for advancing LGBT rights with broad powers that will let it lead significant social change.
• •To that end, we will allocate a budget of at least NIS 100 million a year, which will enter the budget base, to ensure long-term stability rather than temporary budgets dependent on politics.
• •This budget will be directed to expanding and developing community responses throughout the country within local authorities, and to developing dedicated programs for young LGBT people, LGBT people in the periphery, seniors, Arab society and the religious and Haredi society.
• •In addition, we will invest in developing LGBT culture and LGBT leadership.

But protection is not only about fighting crime.

• •We will develop responses for LGBT people in extreme situations, poverty and prostitution.
• •We will advance training and placement for populations suffering from employment discrimination.
• •We will establish emergency and support frameworks for at-risk LGBT youth and young adults, including out-of-home frameworks, and expand health programs and responses for the LGBT community, including mental health and dual-diagnosis situations.
