- •We will set up the National Authority for Mental Resilience and Trauma. It will operate as an independent body under the Ministry of Health and bring all government treatment, standards and budgets under one roof.
- •The Ministry of Health will be responsible for clinical treatment, and the Ministry of Welfare for rehabilitation and community support.
- •Every city and council will receive a dedicated budget to set up a community resilience unit.
- •Hiring obligation: every authority will be required to employ at least one educational psychologist or a social worker specializing in trauma, full-time.
- •Medical, welfare and education staff, police officers, rescue teams and identification volunteers (such as ZAKA) will receive regular mental support, training and professional guidance, fully funded by the state.
- •A national training system: we will certify social workers, educators, police officers and emergency managers to provide first-line trauma care in order to bridge the gap.
- •Incentives for professionals: we will advance a national program to encourage study and training in the mental-health professions.
- •An end to bureaucracy: we will set up a unified system for exercising rights, so that no citizen has to fight officials while in need of help.
