Judiciary and governance

The attorney general

  • •Government legal adviser: a position of trust of the government
  • •Attorney general for prosecution: independent and responsible for criminal proceedings
  • •Legal advisers in government ministries: positions of trust of the minister
  • •Investigation of prosecutors: it will be determined which body is in charge of investigating prosecutors

The Supreme Court

  • •Electing the Supreme Court president and deputy president by secret ballot of all Israeli judges
  • •Appointing 10 new justices
  • •Public hearing for candidates to the Supreme Court
  • •Random panels: setting judges' panels by a computerized mechanism, without human intervention

The High Court of Justice and judicial review

  • •Completing the regulation of constitutional review and the override clause
  • •Restoring the limits on standing
  • •New rules of procedure for the High Court of Justice: clear rules for proceedings, interim orders and decision deadlines

Appointments and governability

  • •Abolishing the appointments committees and returning the authority to the government
  • •Allowing the government and ministers to appoint up to 50% of senior civil-service office holders
  • •Opening senior appointments in the State Attorney's Office to external tenders instead of the "friend brings friend" system

Transparency and oversight

  • •Broadcasting hearings in the Supreme Court and in the administrative courts
  • •Allowing hearings in the courts to be recorded
  • •Publishing family-law judgments after identifying details are removed
  • •Strengthening the powers of the Public Complaints Commissioner over state representatives in the courts
  • •Giving "teeth" to the duty of senior state employees to appear before the Knesset

Rights in criminal proceedings

  • •Limiting the length of investigation and prosecution: clear timetables for a person's status as a suspect
  • •Abolishing the state's ability to appeal an acquittal in criminal cases: a person who was acquitted, the proceedings against them end
  • •Deleting the breach-of-trust offense: abolishing a vague and undefined catch-all offense

Strengthening the Knesset

  • •Lowering the electoral threshold: reducing the barriers to entry for new political forces
  • •Expanded surplus-vote agreements: a mechanism that will reduce lost votes
  • •Semi-open ballot: voters will be able to influence the ranking of the party's candidates
  • •Returning the Knesset members' immunity mechanism to the format that applied until 2006
  • •French law for prime ministers and ministers: postponing criminal proceedings for certain offenses until after their term
