Judaizing the Negev and the Galilee

Restoring security

• •The scale of weapons and crime in Arab society is the most dangerous threat to our national and personal security.
• •It cannot be defeated with the existing tools.
• •Therefore we will advance a national temporary order to fight organized crime
• •The goal: to dismantle the armed Arab autonomy

Moving from defense to attack

• •Emergency legislation by temporary order.
• •Defining possession of illegal weapons as terror.
• •Bringing in the Shin Bet.
• •Arrests and administrative orders.
• •Legislating evidentiary presumptions and minimum sentences.
• •Economic strangulation of the crime organizations.
• •The state stops paying protection money.
• •A safety net for those who refuse protection demands.
• •Enforcing related offenses, the "Giuliani model"

The plan is built on three axes

• •Land: protecting the land, settling, planning and building
• •People: bringing a new population and strengthening the existing communities.
• •Security: restoring governability, dismantling the crime organizations and restoring personal security.
• •The equation: more hold on the land + more residents + more security = a strong and prosperous Negev and Galilee

Returning to the land: where there is settlement there is security

• •Removing planning barriers that delay settlement and development.
• •Changing priorities in the planning institutions and returning the Zionist and national interest to the center of land policy.
• •Approval and accelerated expansion of existing communities.
• •Rapid settling on the land of 20 new communities in the Galilee and 20 new communities in the Negev.
• •Establishing dozens of farms and immediate settling in strategic locations.
• •Creating settlement continuities and protecting land reserves.
• •Protecting state land and open spaces.
• •Cancelling plans that create Arab territorial continuities and takeover of state land.
• •The principle: land that we do not hold, the Arabs will hold.

The second axis: people

• •A million Israelis in the Negev and the Galilee
• •The goal: bringing another million Jewish residents to the Negev and the Galilee
• •Making the move worthwhile: whoever builds the Negev and the Galilee, the state stands behind them
• •An incentives plan for target populations:
• •Reservists and serving families: priority, housing benefits and relocation incentives.
• •New immigrants: a dedicated absorption and settlement track.
• •Young families: affordable housing, development subsidies and benefits.
• •Doctors, teachers and professionals: grants and incentives to relocate.
• •Entrepreneurs and business owners: a tax environment and incentives that encourage activity in the Negev and the Galilee.
