As Interior Minister led changes to local-government structure, including establishing six permanent geographic committees to allocate boundaries and revenue among municipalities and expanding support for local authorities

Convicted in 1999 of bribery, fraud and breach of trust and sentenced to three years' imprisonment; convicted again in 2022 of tax offenses under a plea deal, and in 2023 the Supreme Court struck down his ministerial appointment 10-1 over his history of convictions and his prior representation that he would leave political life
