Community Defense - Redesigning the Concept of Defense for Every Community
- •We will formulate a new national civil-community defense concept, based on learning the lessons of October 7th and on the understanding that internal security requires operational presence, civilian readiness and a clear definition of responsibility between state bodies, local authorities and the community. As part of this:
- •We will establish a government team to define criteria, based on threat analysis, for classifying communities, the security components for each community, city and council, and the allocation of resources to the defense basket, adapted to each community, which will be provided by the state.
- •We will define a standard for training, funding and structure of community defense, and a government toolkit built as a systemic protective envelope will be allocated.
- •Every citizen will know whom to turn to, who will come to help and within how long - and will not be left alone facing a threat.
Crime and Personal Security
Yashar! for Internal Security, Governance, and Restoring Law and Order to the Streets
- •Yashar! will advance and implement a national emergency plan to fight crime, which will restore order to the streets and security to the citizens.
- •Yashar! looks ahead and sees a state in which every citizen lives in security - in every street, in every city, in every community. A state in which the law applies equally to everyone, in which every business can grow out of hard work and without fear, and in which every resident knows that a state stands behind them and will act on their behalf.
- •Yashar!'s strategy for internal security and governance is based on the view that internal security is a central component of national security, requiring a shift from a reactive policy to a proactive one. The state will act to restore control and governance; it does not wait, it is active and acts to change the situation.
Taking Responsibility
- •The state is responsible for the security of every citizen, in every space and at all times. Internal security is not a "local failure" and not a problem of a weak authority or a problematic society - it is a direct expression of the state's willingness to exercise sovereignty and protect its citizens.
A State of Law for All
- •There is no security without law and no law without equal enforcement. Restoring public trust will not be done through declarations - but through consistent, transparent and results-bearing enforcement. The appointment of senior officials in the public service and in the security systems will once again serve as a positive example of the expected norms and will be an anchor for the concept of "proper administration".
From Defense to Offense
- •Israel has so far conducted a reactive policy - dealing with isolated incidents, not with trends and root problems. The required shift is to dismantle the structures that allow crime to exist. We will shift a significant center of gravity to the field of prevention and dismantling crime infrastructures, critical components for creating a safe society.
A National Cabinet for the Fight Against Organized Crime, Headed by the Prime Minister
- •We will establish a dedicated national cabinet that will consolidate authorities, intelligence and goals and coordinate between the efforts, led by a government project manager under the Prime Minister and the Minister of Internal Security, who will lead a coordinated, cross-ministerial fight against organized crime. The fight against crime will be at the top of the order of priorities and all government ministries will act in coordination in a broad-scale operation.
- •The loss of governance is a deep national crisis that cuts across fields; it is time to treat it as such.
Strengthening the Israel Police
- •We will build a multi-year plan to strengthen the Israel Police, including an amendment to the Police Ordinance, long-term planning of manpower and training, integration and development of technological means, infrastructure and advanced investigation and enforcement capabilities. Alongside this, a four-year emergency budget will be allocated to reduce manpower gaps, strengthen the investigation and intelligence systems and accelerate the deployment of operational capabilities.
- •We will accompany the move by strengthening statism, proper administration and the professional independence of the police, while advancing appointment and promotion mechanisms based on excellence, experience and professional abilities, which will ensure a stable, professional and effective organization over time.
- •The independence of the police will be anchored in legislation, and political actors will cease to engage in appointments and investigations.
The Fight Against Organized Crime
- •We will establish a dedicated enforcement array to deal with organized crime, which will include dedicated investigation and intelligence units, alongside a dedicated prosecution body in the State Attorney's Office and courts specializing in organized crime offenses. The array will allow, for the first time, integrated and continuous handling of organized crime cases - from the stage of intelligence gathering and investigation, through managing the legal proceeding, to exhausting the full penalty and asset forfeiture.
- •The aim of the move is to shorten proceedings, strengthen professional expertise and ensure effective handling of crime infrastructures, alongside handling isolated criminal incidents, while building a basket of administrative tools (economic and other) that will allow the crisis to be resolved within a short time frame.
A Systemic Fight Against Protection Rackets
- •We will advance a systemic fight against the phenomenon of protection rackets (collection of protection money) through: dedicated enforcement units in the north and south, complementary legislation, regulation in the insurance world, strengthening local authorities and effective protection for victims. In this way, we will both fight the phenomenon and prevent it from the outset. The state will provide protection, accompaniment and confidentiality mechanisms for citizens facing threats, extortion and violence as an integral part of the fight against crime.
Focused Handling of Crime in the Arab Sector
- •We will advance joint action with the leadership of Arab society and the community, and with the active mobilization of Arab society to deal with crime. Starting with the recruitment of young people to mandatory civil service focused specifically on the fight against crime in the Arab sector and through cooperation with enforcement bodies. Alongside focused enforcement action and expanded use of assistive technological means.
Dismantling Crime Infrastructures
- •We will set a national goal, within the framework of the cabinet for the fight against crime, to cleanse the economic system of crime infrastructures. The fight will focus on dismantling the "oxygen pipelines" of the crime organizations: money flow, money laundering, control of territory, intimidation and collection of protection money, and it will include the use of administrative tools, economic forfeiture tools, closing criminal businesses, severing crime from local power centers and harming their ability to recover.
Digital Crime and Cyber
- •We will develop dedicated capabilities for detection, investigation and enforcement in this arena, while protecting individual rights: adapting legislation, developing technological capabilities, training manpower and cooperation with the financial and technological sectors. In light of the rise in digital crime and internet scams, Israel will not be left behind in the face of this emerging threat, which could harm every citizen and business.
Judiciary and governance
Focused Handling of Public Corruption
- •We will establish a ministerial committee for the fight against corruption, which will bring concrete recommendations for changes in legislation and regulations, as part of a preventive approach and the embedding of governing norms of an advanced democratic state.
- •There is a direct link between public corruption and crime. The interface between criminal elements and public figures and senior officials is destructive, and we will address the public corruption loopholes that leave "gates without a gatekeeper" for criminal activity.
Gender Equality & Women's Rights
Focused Handling of Violence Against Women, Family and Youth
- •The government will advance a comprehensive plan for the prevention and treatment of violence against women, family, youth and children (physical, sexual and economic), while expanding the use of technological means and integrating multi-ministerial forces. Dealing with gender-based and domestic violence will include addressing the root of the phenomenon, education, and budgeting of a structured government program that includes support for social organizations and educational frameworks, as a central part of identification and treatment.
- •We will work to eradicate the phenomenon of youth violence also through educational tools, programs for at-risk youth and dedicated budgeting for prevention in schools.
