Introduction
- •Organized crime in Arab society is not fate, and it is not the result of a "culture of violence".
- •It is impossible to fight organized crime while weakening democracy, harming the independence of the justice system and continuing the policy of discrimination against Arab society.
- •A determined fight against organized crime must be a fight that strengthens the rule of law, eliminates the alliance between organized crime and corruption, strengthens Arab society and the local authorities, and ensures full civil equality.
- •The Joint List proposes a fight against crime that strengthens the democratic state – and does not weaken it; that strengthens Arab society – and does not punish it; that returns security to residents – and does not use fear to justify harming their rights.
Investing in economic development
- •In parallel, we will set up a comprehensive support system for crime victims, including legal accompaniment, mental-health support, financial compensation and protection for families harmed by crime organizations.
Restoring the rule of law
- •We will work to rehabilitate the enforcement system: we will strengthen the investigations divisions, set up a dedicated unit in the State Attorney's Office to fight organized crime, strengthen and fund the fight against crime within the police, work to raise clearance rates, and ensure a professional and independent police and State Attorney's Office that can also investigate government crime.
- •We will set up an authority to fight organized crime that will pool intelligence, coordination and long-term strategy among the police, the Tax Authority, the Anti-Money Laundering Authority, the State Attorney's Office, the local authorities and the government ministries.
- •It must be stressed that rehabilitating the rule of law must also be reflected in directly confronting the tools through which crime organizations exert power and control in everyday life – first and foremost illegal weapons and protection rackets.
Hitting them in the pocket – cutting the alliance between crime, corruption and privatization
- •We will advance tight regulation of public tenders, increase oversight of contracting chains and privatizations, strengthen the gatekeepers and wage an uncompromising fight against public and economic corruption.
- •We will significantly expand the use of forfeiture of property obtained through offenses, deepen the fight against money laundering, and strengthen the state's ability to locate, freeze and seize the assets of crime organizations and of the companies connected to them.
Strengthening the Arab local authorities and protecting them
- •We will work to give the local authorities the tools, budgets and protection they need to free themselves from dependence on crime organizations, to strengthen their management and oversight capabilities, and to ensure that every authority can provide services to its residents without criminal interference.
- •We will expand the system of protection for witnesses, whistleblowers and elected officials who are threatened by crime organizations.
Moving from a culture of "arrangements by connections" to a culture of lawful settlements
- •We will do everything to replace the culture of shady deals with lawful, transparent and equal arrangements, and to ensure real access to state institutions, public services and law-enforcement systems, so that no one has to turn to criminals to solve a civil problem.
- •We will strengthen oversight of the unregulated financial market, expand lawful credit options for businesses and households, and work to reduce dependence on loans from the gray market.
Building a real partnership between the state and Arab society – the coalition of life against the coalition of crime
- •We will set up the coalition of life – a broad coalition of the local authorities, Arab society's leadership, civil-society organizations and residents, against the coalition of crime, from an understanding that the public interest can and must prevail over criminal interests.
- •The coalition of life will create a permanent framework for cooperation, coordination and mutual backing among all the parties that fight crime and are harmed by it, and will let them act together instead of each facing it alone.
- •The state must provide every local authority with safe, professional and available alternatives.
- •Therefore, transparency, ongoing monitoring and publication of clear indicators must be ensured, to assess the plan's implementation and results.
Ensuring real civil equality
- •The fight against crime cannot amount to yet another police operation; it requires a fundamental change in the relations between the state and Arab society.
- •We will continue to advance full civil equality, to strengthen trust between the state and its Arab citizens and to ensure equal access to resources, services and protection.

Investing in economic development
- •We will advance a new program for the development of Arab society, focused on quality employment, education, planning, business development and strengthening public infrastructure.
- •No more pouring in budgets without a clear policy, but long-term investment that strengthens the local economy, expands opportunities and reduces dependence on crime organizations.
