Strategic and Long-Term Vision
- •Not every decision in planning the living space is necessarily reversible - and therefore it must be made according to what will be right in 20-30 years as well. Not "what is needed to save the situation today" but "what will upgrade quality for the coming decades". Efficient planning of the public systems and the interrelations between them will bring savings in investment costs and in public resources
A Comprehensive View of the Space
- •How things connect to one another and how each field affects the others - one space, not four separate islands. A new transportation line must be tied into the housing plan, water piping must be tied into construction, and energy must be calculated together with all the infrastructure
The Welfare and Quality of Life of the Citizen at the Center
- •What the citizen's day looks like - and how each decision will actually affect their daily life. Not the responsibility of a ministry in isolation but the responsibility of an integrated system for the citizen at the end of the line
Regulating the Relationship Between the Planning and Execution Bodies
- •We will define a clear division of roles between the various bodies: the housing, transportation, infrastructure and environment ministries, and the authorities and other bodies. We will establish an overarching national planning staff with powers of coordination, synchronization and oversight over the advancement of core projects, master plans and national outline plans. The staff will operate by the authority of the "National Planning Cabinet", a ministerial committee for housing, transportation, infrastructure and environment, which will bring together all the issues and oversee the allocation of resources and the setting of priorities. Alongside it, a standing forum of directors-general of the relevant ministries will convene, which will oversee ongoing implementation and synchronization.
- •Alongside the overarching planning mechanisms, we will promote a series of regulations in the areas of digitization, parallel management, regulating unmanaged areas and improving the response given to the citizen at the end of the line.
Incentives and Advancing Execution
- •We will bring about fast, professional and reliable advancement of the core projects - while improving the ongoing execution capabilities of the ministries, the various bodies and the private sector. We will promote a broad transition to work with digital management that is synchronized and integrated with artificial intelligence. We will promote closing existing gaps in housing, transportation and infrastructure - and in particular, the growing gaps in the availability of manpower, skilled workers and access to technologies that will improve productivity and economic output.
- •We will promote synchronization and coordination mechanisms, with powers, for managing mega-projects in parallel, based on the conclusions of the "Metro Law", while updating incentives for contractors, based on bonuses and fines for early completion and/or failure to meet timetables and milestones.
Restoring Statism and Prioritizing the Serving and Working Public
- •We will put an end to the era of political appointments. Filling positions in the ministries and subordinate companies will be done solely according to proven qualifications and skills, and not according to political or party affiliation, and we will quickly fill vacant key positions - so that the government ministries and the execution companies are managed by the best professionals.
- •Mechanisms and funds that exist today in the various ministries and operate according to sectoral or political preference - will be abolished immediately, and all the investment in them will move to serve the general public interest, with an emphasis on supporting and encouraging the working and serving public.
Digitization and Transparency
- •We will act to improve execution capabilities, build professional capabilities and provide management tools for carrying plans out, among other things through digitization of information and data on land and projects and synchronizing them with the data systems relevant to inter-ministerial planning. We will promote real-time transparency of the current execution status of infrastructure initiatives and the various projects.
Housing
Yashar! for Planning the Living Space
- •Yashar! looks ahead and sees a living space. We are solving fundamental problems in the housing market - both purchase and rental; transportation that is available, reliable, high-quality and affordable for every citizen; infrastructure that meets emerging needs, resilience and enables progress toward the future in the worlds of technology and science; and a protected environment, with green spaces, air and water quality, and readiness for the challenges of climate and the future.
- •Yashar! looks ahead and sees a whole living space. In this space we are solving fundamental problems in the housing market - purchase and rental that are available and accessible to all groups of citizens. We offer transportation that is available, reliable, high-quality and affordable - connecting homes to work, education and services with minimal congestion and pollution. We are building infrastructure and resilience - clean energy, available water, independent technology and smart management. We are keeping the environment protected - green spaces, air and water quality, readiness for the challenges of the climate. This is a difficult but achievable goal, which requires long-term planning that is not driven by political considerations, cooperation with many bodies and committed execution.
Renewal of the Urban and Regional Space
- •We will prioritize strengthening cities and regional areas - with a comprehensive view of all areas of life. We will leverage the need for protection to increase building rights and to rapidly advance stalled renewal projects, and we will apply economic tools to land approved for construction or where approved building rights are under-utilized. We will accelerate the completion of super-transportation projects such as the metro and light rail, while expanding the solutions for various metropolitan areas. We will ensure coordination of planning, budgeting and parallel construction of infrastructure and green spaces - with an emphasis on access to transportation.
The Welfare and Quality of Life of the Citizen at the Center
- •We will promote a series of steps that will bring immediate, ongoing and long-term improvement in citizens' quality of life - we will flood the market with high-quality and available rental solutions, alongside appropriate regulation, we will devolve powers and responsibility in the world of transportation to local and metropolitan authorities, we will update the incentive system for urban and intercity transportation operators in order to improve quality for the citizen at the end of the line, we will act to improve the response on road safety and update fares, we will regulate infrastructure and environment areas that will ensure resilience (availability of water, electricity, internet, communications, etc.) and we will ensure full reflection of data and results to the general public.
Long-Term Vision
- •We will promote synchronized and integrated master and outline plans - that will bring the giant projects in housing (establishing neighborhoods, urban renewal at a very high and accelerated scale), transportation (rail, metro, roads), infrastructure (an infrastructure master plan for redundancy and resilience of energy, water, technological infrastructure and waste) and environment (protecting green spaces, rehabilitating hazards and land, and preparing for climate challenges) to rapid, professional and comprehensive realization - with a long-term vision.
Regional Development & Periphery
Massive Investment in Infrastructure and Rehabilitation
- •We will see to carrying out the work of rehabilitating war damage - not only as a moral and values-based duty, but as an investment in building the economic strength of the South and the North as sought-after centers for living and growth.
- •We will upgrade government infrastructure and services in these areas, move to an execution model with incentives for contractors for meeting timetables, and directly fund the protection of buildings and the rehabilitation of neighborhoods where market forces are insufficient. In addition, we will create a protective envelope for the farmers who bore the heavy burden throughout two and a half years of fighting.
Environment and climate
Resilience and Emergency Preparedness
- •We will promote emergency preparedness plans and resilience-oriented planning - we will ensure functional continuity and define a living space that stands up to war, pandemic and natural disaster. We will promote completing protection, strengthening buildings against earthquakes, upgrading transportation infrastructure and routes for rescue vehicles and ambulances. We will work toward infrastructure redundancy and independence in the areas of energy, water, technology and waste - so that a living space can exist even in emergencies. We will increase and streamline emergency stockpiles (food, fuel, medicines) while maintaining environmental quality.
